If shipping the WLP back to Aus costs less than the $25M or 50M? we have handed to AELB as a bond (and i suspect it would) then i would give it away or sell for a token dollar to WES or Incitec Pivot or someone closer to Malasia to process into fertilizer and demand the bond back from this corrput rable. No more licence required from AELB at least and no construction and ongoing monitoring costs associated with a PDF.
