Look to the mining boom in Oz back around 2010, Lynas would have faced considerably higher costs in both construction & operation, if they could have found anybody.
LAMP complete second module, far more representative of current plant than original, was delivered for US$225, on time, on budget, and obviously incl'd an updated version 50% existing C&L.
Really doubt the expense of Oz C&L that horrendous, more the infrastructure, plus a grace period to make the transition, incl management existing WLP.
Regardless Scott's pretense, WES will be faced with exact same issues PLUS the skillset to get WA C&L up to steady state in a reasonable timeframe. Appears Mahathir mindless to any of the mechanics, blinded by fairy dust.
