You should give some reasons why they did not start appeal earlier.
From May of 2019 5 year plan it was clear that Lynas was planning on moving all C&L to KAL in AUS. There is something wrong with KAL. Malayshia, even says Lynas is planning on moving all C&L out of Malayshia in the 6 month extension in license. companies and countries do not say things like this, in official documents, without both parties agreeing. I have no idea if it is cost to operate, capacity or Quality. They started saying unfair after 4 years when they found the problem and that is why the delay in the appeal process.
JMO I think it is Cost then Volume. I realy do not know. The process is well understood by many and according to Toly he was told the design used older technology. There could be startup problems with quality, but these are usually fixed with time and money.
