From being part of process plant engineering procurement construction and management (EPCM, although I work in coal, not in REO) things normally go to 95% then take a little longer 95%-100%.
The reason: the last 5% is usually your finer electrics (LCS, control systems), your air piping for valves and the small bore (gland water, floor drains, flocculant, reagent) piping which has to go in last.
these things take a while to complete, and then even if the plant is 100% built, commissioning no load testing takes a few months also. If first feed is predicted for Q4, they will probably be doing no load testing somewhere around may, and they should announce this.
