Ausheds I understand it this was to be an independent review, commissioned and paid for by the Government using taxes levied on the Malaysian people, and which would be made available to the Government, Lynas and the public. If one Government employee silicences the report, its authors, or alters it in any way, it questions the integrity of the entire Government of Malaysia. The long touted "rule of law" by Dr M may well be construed as "the rule as dictated by our Chinese colleaques". Given the enmity of the Chinese and Japanese, I can't imagine this sitting at all well with the Japanese government who need REE metals for their downstream products. And, as you point out, Companies, outside China, wanting to invest in the Far East must be tempted to put Malaysia near the bottom of their list.
There is a Chinese saying "a lie told a thousand times becomes the truth". Maybe this the Yeo's strategy.
