    And that forecast is assuming...
    "Chinese official production remains flat at ~94ktpa to 2020"

    and again there is the VAT which may be removed.

    talk about risks (the political one is minor in comparison, looking back..Anwar made a U turn on his manifesto anyway promising to stop Lynas only if it is not safe.)
