Yes, precommissioning is testing done before the system goes live.It reduces the chances of catastrophic failures during commissioning which can be messy. Eg.You can test pipelines in isolation by hydraulically presssurising or filling with air , but the real test for certification can only be done once the whole system is online. Obviously , in this instance we cannot do this untill we get the Provisional Operating Licence (POL) ,as the Malays would see it as presumptive and get all upset again.
