Interestingly the Q & A part of the Conference Call is missing in the Audio posted on the Lynas site:

Nick says that "I hope" in relation to August but states in Q3 as others have said their presumptions are on Q3.
Lynas ready subject to TOL "shortly".
I take those that Resourced and Rastus2 who have access to an actual recording as being the correct interpretation.....
