As I've posted before, that part of the transcript is incorrect (possibly due to noise on the line.) NC definitely uttered 'NO" after the question - but it's also possible that he meant that he didn't wish to provide a direct answer.
(Words missed in the question transcript were that LAMP is "in the PMs electorate", etc.)
There are numerous other errors in the transcript of a rather (background) noisy telephone conference, that was very well conducted and always polite.
