According to both company announcements and a statement directly from the Malaysian parliament, Lynas has paid $50M deposit to the government.
This large escrow is a form of pollution liability escrow to cover potential unforeseen environmental costs, and was an explicit condition of the TOL.
There is no way Lynas would have made this deposit if they were not completely ready to start production and if they were not in agreement on the other TOL terms and conditions. Money talks.
