Lol, they don't need "nuclear" permits for heaven's sakes, they are dealing with low level NORM at 6Bq which is well under Australia's 10Bq standard.
Go have a look at the NORM levels ILU and others have been successfully dealing with in Australia for decades, let alone the levels at ARU.
Kal will have a single, highly automated kiln, largest of its type on the planet, up & running by late 2022/early 2023.
As no one will match its cost efficiency highly likely Kal will become Australian RE hub, all roads lead to Rome, most particularly when you own the customer base, and probably add to primary resource.
You grossly underestimate first mover advantage.
