Better than nothing, definitely, but there's some mixing of millions and billions that adds uncertainty to the amount; the target is also nebulous as "promotion of electric cars" though "more charging stations" sounds great.
Problem is EU auto manufacturers are avoiding the use of DyTb-NdPrFeB in their traction motors. While I think they could be lured back with an abundant and secure supply of REEs, they may never have a reason to at the rate batteries are improving.
We need to see more of this kind of progress and promotion. Regardless what motor with, every EV sold hastens the day only EVs are sold.
