I do agree with you about total Demand from US DOD. Most of the demand is small and most can be designed out. Several cars do heads up displays without HRE. Not quite as sharp or bright but works well even in sunlight. The problem for DOD is not volume. It is the ridiculously long design and verification cycle when any change is made. This provides lots of revenue to many home towns fro different members of congress.
Radiation hardening is a term that has recently shown Up to be honest I dont know what that means. I suspect what they mean is ElectroMagnetic Pulse hardening. Either way is that important? I guess for those that want to make sure they get revenge it is very important. For those of us stuck here on the ground i do not think we will have a chance to care.
