You missed my point and it was obvious. DOD can fund a small project totally within US. No point my saying that for any other reason. You can try arguing that logic, but you will lose.
TMRC can take care of DOD given the stockpiling moves the timeline out.
BUT Trump thinks bigger for business purposes as well.
