Just in case you have not read it all. the significance is in the position of the individual bubbles. For instance in a traditional management Pyramid the base is big and wide with all the workers The DEO sits on top. Everyone under them is to support CEO. Now in 7S notice the staff bubble is at bottom. With connecting lines from every other bubble. So the staff, this usually means the executive staff, is there to support the workers not other way around. Since there are lines between every bubble major decisions can be made between groups with out the ex staff being involved. They are always informed.
