Malaysia Minister Rejects Appeal to Block License for Lynas Rare-Earth Refinery

KUALA LUMPUR--Malaysia's science minister has rejected an appeal by three residents to block a temporary license granted to Australian miner Lynas Corp. (LYC.AU) to operate a rare-earth refinery but imposed additional conditions on the license, the ministry said Friday.

"There was no strong justification nor scientific or technical basis" to set aside an earlier decision to grant the temporary license, the Ministry of Science, Technology and Innovation said in a statement on its website.

However, Lynas must submit to the Atomic Energy Licensing Board a plan to immobilize radioactive elements in the residue to be disposed and an emergency response plan to control the release of dust from the residue into the air and the environment, it said.

The temporary operating license will be issued only once Lynas complies with all conditions, including the two new conditions, it said.
