... exactly. Lynas offers different ways to solve this issue. To transport/export it, they need a purpose for their "waste" ... if the apllication of condisoil is not approved, the residues will remain in malaysia (what is not appreciated by the government). The plan for the internal/external PDF is prepared and at least initially funded.
But in the end, they (Lynas) doesn't have the hand on the GO-Button ... i'm not completely sure, if it is clever to seize the mal. govt. to a decision - but we will see ... from my perspective everything is better than keeping the long lasting vacuum, that's laying heavily on the shareprice.
