More than likely still required as security incase there is a need to dispose of any waste and for decommissioning when operations cease. Believe it’s required in case the company goes bust.
Current land use requirements prohibits a PDF on site. This could be changed however unlikely IMO. Other option is a PDF off site.
As for costs, depends on what the authorities deem to be a suitable design. I they can get away with same design as RSF on site cost shouldn’t be too detrimental. If they are required to build to same standard as Asian Rare Earth PDF, costs could be detrimental.
