Both behind paywalls but at least seekingalpha is a nopaywall.

There are elements of truth and logic behind both articles but IMO they also both have hidden agendas in badmouthing Lynas.

The west has realised that we should not rely on China for our essential minerals so even if the CCP can sell us what we need at a cheaper price than we can produce it is still essential that the west retain the capability of producing and processing the large range of materials essential for our technology and defence industries. If the CCP becomes the only supplier of any of these materials then it will only be a matter of time before they are used as a bargaining chip to the detriment the free world.

To date the USA is the only country to put their money (well at least their increasing debt) where their mouth is when it comes to the support of essential material production but they do at least have the support of most western countries and Lynas will be a beneficiary of those policies.
