When is the company planning a news release indicating they have made a proposal to the US Army for funding of their Texas plant? Or, is it wrong to assume they submitted a bid? All we know for certain is that they planned to make a submission. Either way, this is newsworthy and something shareholders should be appraised of. Any submission isn't secret and a press release doesn't violate any quiet period rules or the like. I wonder if this downward SP drift is related to the assumption by some that the company didn't make a submission and they're just hedging their bets?
