Lynas dont have a choice imo as they signed an alliance with Sojitz to supply REE to the Japanese, so my assumption is that under the agreement LYNAS HAVE TO provide product at some point in time to them, or they would become liable for the debt?
Chinas would not mind, so long as there is a quid in it for them, in essense they would/could become partner/JV with LYNAS without FIRB approval.
China gets a return and clean supply of concentrate, Lynas still makes an income from the end product, albiet reduced/shared income, and Japanese get their quota.
Anyway, just a thought.
