Why?
I thought it was a proposed JV, or a JV to look at the possibility of production and probably a MOU - was there ever a firm contract signed for product. I don't think so.
The problem here is that people placed and still do too much store in fluffy words.
Many companies, especially miners shout from the roof tops about 'agreements' when they are raising money, and more often than not they are not cast iron - more an understanding.
LYC do not have to make any statement as the source is deniable. It could just be a journo on a fishing trip.
