They will obviously examine why Molycorp failed. Molycorp was shut due to environmental issues wasn't it, not long back?
Lynas is operating their plant in Malaysia because of cheaper labour costs. They are employing 650 people so costs of labour is an important criteria for success.
Labour will not be cheap in the US.
