Even technically she seems wrong. IAEA says "before production" she says "before the raw materials can enter". Which is it?
The story suggests (but does not directly say) all 11 conditions must be met when it says:
"Until this is done, the status quo remains: there will be no importation of raw materials into the country, and no operational activities will be allowed on site."

But the IAEA says none of this.
Re-reading the conditions makes this comment seem silly. How can Lynas or AELB meet the 11 conditions without allowing operational activities or raw materials on site?
