First production is irrelevant if they cannot produce commercial quantities of the product. Lynas will not move until it has been confirmed that they can produce product in commercial quantities at competitive rates while meeting any and all conditions from the Malaysian government. When that is achieved the share price can indeed rocket, however until such time this is confirmed the share price will not perform (because unless they can achieve this the equity value of the company is worth very little).
