it is not just finding $4m from an investor or getting a loan. I guess this could easily be achieved but to the detriment of existing shareholders (ex I give you $4m but you issue me $4 billions shares at 0.001). I believe their intent is to find and select the right partner, an large energy related “partner” that will not only funds the 4m but have the capacity to grow their business too. Whether it is a energy investment company or a bigger player.
