Paladin's mine is in Namibia, which is certainly not tier one. I've heard DC being interviewed where he says that he is interested in Australia, Canada and the US. Those countries and Western Europe are my definition of tier one.
As I strongly believe that BOE will be going to $7 or $8 in the next 12 months, so it certainly is a "buy".
