M.S. Cannot borrow 100% of GXY to dump, page-9

Suppose the shorting is being funded by an entity that wants lithium projects slowed down or stopped,would the same scenario apply, or would they be able to borrow more shares than the indicated max 25%(theoretically).
What doesn't gel with me is the almost identical daily percentage downward movement of other lithium shares, regardless of some with amazing Ann's, which should be the catalyst for large gains
In the SP but this is not happening.
