DR. Brainchip and Spikenet facial recognition technology could solve this problem, however it would need to be linked to a government agency such as the roads authority to match faces to. I use the roads authority as an example as it will have pictures and peoples DOB due to the drivers licence register.
It would be a matter of finding an agency or agencies that you could tap into to match the data from the facial recognition. Its possible but I would imagine it would be a political nightmare, however I do believe this is the path the world is traveling down, like it or not.
