Its a confrontational system whereby they have to raise the debt ceiling to pay for implemented policy. So in this case much of the debt is hangover from Trump time. Biden spending hasn't kicked in yet. So in effect republicans are saying "no" to paying for the spending of their own party's tenure. They face this each time it comes up. I smell a rat this time though. Republicans might just hold out to create more turmoil. Modus Operandi.
