I guess what that articles says, is that lots of gold and silver paper contracts are converted to physical gold/silver. So all these rich people are protecting themselves by holding gold bullion. The problem is that if this trend continues, there isn't enough gold to issue to the investors.
A bit like the banks. If everyone goes and takes their cash out, there isn't enough bank notes to go around to everyone.
