Use all the capital and subsequent CRs to do all the work. Then let the share price dive so shares can be cheaply bought by a syndicate that become top shareholders.
Then when it is ready to start digging the syndicate takes over the company or has it go private by the syndicate holders voting to acquire all outstanding shares for 'fair' value. So if .003 now you then get .005.
