I know its hard to say exactly how having the non-FTA permit in hand makes a difference, but I think it does - psychologically speaking.

1. Our destiny is then in our own hands, rather than (partly) in the hands of unpredictable bureaucrats.
2. It shows our project is well placed compared to others lacking the approval.
3. It creates certainty - always good when negotiating long term deals.
4. Marketers have no excuses but to get the job done.

Finally having the permit in hand cannot hurt - can it.

I will be very glad to see the permit in hand. Not thinking it will make a big difference in the sp mind you but every little bit helps.
