The Philippines is on our side, I think. They've been fighting Muslims for a hundred years down south in Mindanao and adjacent islands. Malaysia and Indonesia have been pretty good at looking the other way when extremist groups form, and it is no secret that the Muslims in the Philippines have been getting support from various groups in both Muslim neighbours.
Philippines are a bit peeved that Howard thinks they can't handle terrorism problems themselves (which they can't) but they certainly don't support terrorism!
