The situation in the US and Australia are quite different regarding short selling:
In Australia "naked" shorting is the official, regulated way to short. Brokers have to report short interest to the ASX and there are strict limits on which stocks can be shorted and how many shares (about 3%).
In Australia the controversy has been about stock lending/borrowing, which has a lot less regulation around it as regards reporting and limits.
This is almost the reverse of the US situation where naked shorting is the problem and no-one seems to have a problem with stock borrowing. Its all about regulation I guess.
