if they're planting the orders to create an illusion, their HFT computers on site at the exchange/s will catch any buy orders for those shares and cancel the sell order before the buy order reaches the exchange.
or they're assuming that no one wants to buy that many shares at the moment; quite possible, at least until sales begin in earnest.
