I would adopt the Costa Rican reforms - no member of parliment does more than 1 term ie 4 years- as they owe too many favours after that
Every head of State at the end of the term has a review of their decisions - this has resulted in jail time for 4 presidents.
There anti corruption investigation body is under the judicial arm of government and away from politicians.
