A nice little bit of spin to say that the project will have so many multiple layers of red tape that the administration of approvals needs to be co-ordinated. But in saying that, the project was probably always going to trigger the "major project" criteria, and in my experience the NT Govt was (and hopefully still is) amenable to getting things done.
