This is from a Crikey google headline. I am not a subscriber, so cannot get any more.
But it does seem to indicate that the cap is one of the conditions of the licence.
Don't blame the Government. Star made all kinds of "socialist" promises - including being a good corporate citizen - in order to get the nod before anybody else.
But it's going to be crippling.
