A bit of digging tells me that Calima Energy licensed PEL90 in 2018 and in late 2019 sold to Tullow. When Tullow exited, they handed it back to the remaining partners and Harmattan became the Operator. Seems they then got an extension (given they are still there). All the companies in that block are private so have no requirement to provide press releases. I think they have a few extra months on the clock compared to PEL87. Looks like a good block though. Recent press articles rumouring a deal there would attest to that.
