Just a simple Idea of how to finance a cobalt plant for around 22mn$ (1kt/yr) without even use a cr and/or more debts..

1)
I would transfer/assign the open ap of VAT (~13.5mn) to the supplier of the cobalt construction company as a first tranche of "advanced payment"!!

And if they have finished the cobalt plant-project (mb till yend 2017) I would make the remaining payment out of copper sales in 2-3 tranches through beginning 2018!!

And therefore we would have the best case financing-scenario for our cobalt-copper-tiger!!
