If your idea is to employ people on welfare. Why would they work in the Army if they are not working now? Military personnel get paid a lot more than welfare.
It would cost Australia too much. Cost of uniforms, housing, training, weapons, Full health care and dental, Employing more people to train them.
It is too expensive to have compulsory military service. Imagine what sort of Army you would have which is full of soldiers who have been forced off welfare and into the Army.
