    Teachers etc are already expected to play the surrogate parent role, thats failing why would you do the same with armed forces?

    In my opinion the disengage and criminal youths are like pack animals.They have low self esteem individually and hunt in groups of three normally.

    One lookout while two break in and steal.

    The cost of youth crime would be massive, not forgetting the negative emotional and financial stress on victims.

    If a youth is not at school or not in a steady job then they will be enlisted into a "pack" and taken to the bush where they can't walk out to do survival training exercise, remember they have a pack animal mentality, so will work as a team.
    With the aid of tradesmen to teach them to build log cabins like the early pioneers to live in.

    They could end up over time, build a little country settlement from different packs of youths.

    If they don't work, they don't eat.

    Keep them away from from drugs and alcohol which they use to reduce boredom and their frustrations.

    If they are not at school or a job they get bored, and that's when the trouble starts.

    In the early pioneer days they had no red tape, they wanted a cabin, they built one.

    These kids need mentors who can make them DREAM of a better life.

    In life,Everything is built twice, once in your head, second in reality with your hands and decisions.

    These kids need a dream, a goal, to strive for.

    Most will need a hand to get it.

    The cost to society will be enormous over their lifetime if we do nothing.

    Too many Bureaucratic , red tape,and political correctness at present.

    Just talking to kids is not enough,actions speak larger than words.

    Give them a shovel, hammer and saw, no need for a gun.
