Probably unrelated but that 2023 figure popped up as when the nickel industry is going to be short of supply as well. Coincidence or is that when a new boom is expected to generally take hold and the reason more oil will be needed . Might be a drawing a long bow there maybe.
The US government won't want the frackers to stop producing when the South China seas problem is hot and leave them at a tactical disadvantage.
