I can add to that. A family friend's son turned 15 and went for an apprenticeship. He was taken on by a furniture maker who took the government subsidy for the allowed 3 months then sacked him. He then hired another kid and did exactly the same thing. We later found out that this was a common practice under Howard's laws.
