You said landlords in your original post indicating it was wide spread and if you had proof you should have reported the matter because it is illegal to interfere with the mail and voting slips.
It is possible for anyone to remove mail from letter boxes but you singled out landlords as if it were widespread without proof and you are still digging you did not report it and can't provide proof.
