Indonesians hate Chinese. We have had no confrontation with Indonesia yet. But Indonesia's Navy did come close to blows with China in South China Sea.
Just think. Is Indonesia willing to risk a two front Naval deadlock/standoff.
Use your brains. South China Sea is a mess. One spark and Kaboom.

as a consequence ..... We decide to kill as many refugees as possible. Sink the boats.
Or be over run by refugees.
