Before posting wild accusations about people's intentions, first do your homework BY READING THE DAMN ARTICLE.

If you assumed it meant "approved EIA" you clearly didn't read the article carefully and you didn't do your research.

The TOR is step 2 of a 7 step process of the EIA.

Just a reminder if the EIA was approved, then Lynas would have immediately posted the announcement.

Can you provide some evidence to show that I'm on the side of SMSL? Hot Copper really literally is a trash bin of assumers. Don't just assume that I'm plotting behind your back to sow doubt into Lynas. If you can show some EVIDENCE that I'm a stupid SMSL spy can you show it?
