Realistically, you would never expect the first bid to be successful! If you are buying say a house, why would you offer top dollar at the beginning? Everyone is saying the 600 mil is too low and was trying to justify it by the % in question or additional other payments.
Re "pulled at the last minute" by whom? Did the ministry retract the announcement? or BP drop the idea?
That also explains CNE's denial, ie $'s not good enough so nothing happening. All is starting to make a bit more sense.
