The problem with making a nice deal with WPL is that unless FAR is prepared to preempt, WPL will give them nothing. It will be like the scene where Clark Griswold goes to the Vegas casino boss to ask nicely if he could just get the family nest egg back.
Wayne Newton explains deadpan that it just doesn't work that way - we can't just be giving money away, what if everyone wanted their money back?
That's what the negotiation would look like if we don't have a credible backer.
